It would only take about a week in a true collapse before people really started killing to feed their family. If you take the water away from that situation you could see that insanity even quicker.
If an urban area is cut off from resources, everything will be gone and chaos will ensue in a matter of days. In this situation you have very few options. You must create a powerful community defense or get out of dodge!
